Why did we migrate our vector database from Pinecone to pgvector, and who made that call?

The migration was driven by cost and latency — Pinecone billing hit $4.2K/mo at our query volume, and self-hosted pgvector cut p95 query latency by ~30% once colocated with the primary DB. Decision was made by Rohan Mehta (Infra Lead) after a two-week spike, approved in the Apr 22 architecture review. Migration shipped across 3 PRs with zero downtime using a dual-write cutover.

The timeout was traced to a connection pool limit in the Stripe webhook handler — fixed in PR #482 by increasing the pool size and adding retry logic with exponential backoff.
